This incident underscores the escalating tensions within the region, driven by Russia’s ongoing war in Ukraine and the subsequent threat posed by drone attacks.

THE INITIAL ALARM AND IMMEDIATE RESPONSE
On Friday, the Helsinki City Rescue Department issued a warning to the nearly 2 million residents of the Uusimaa region, urging them to remain indoors starting around 4:00 AM local time (1:00 GMT). This action followed the scrambling of fighter jets to intercept the suspected drones. The airport was closed for approximately three hours, highlighting the immediate disruption caused by the perceived threat. Subsequently, President Alexander Stubb acknowledged the authorities’ preparedness and capacity to react, stating that Finland currently faces “no direct military threat.”

PRECAUTIONARY MEASURES AND RETURN TO NORMALCY
Kimmo Kohvakka, director general for rescue services, characterized the response as a “precautionary measure,” emphasizing that “daily life can continue.” The incident arose within the broader context of regional spillover from the Ukraine war, specifically concerning the increasing number of suspected Ukrainian drones entering the airspace of neighboring countries. A GOVERNMENT CRISIS IN LATVIA
The situation in Latvia escalated into a full-blown government crisis following the resignation of Prime Minister Evika Silina on Thursday. This followed the removal of the defence minister after a drone crashed at a fuel storage facility. The incident, coupled with the broader drone activity, has exposed vulnerabilities within the Latvian coalition government and raised questions about its ability to manage security threats.

THE WIDE-RANGING IMPACT OF DRONE ACTIVITY
The drone activity has been attributed to growing concerns about the regional spillover from the Ukraine war, particularly the increased use of drones by both sides. Estonia, Latvia, and Lithuania have reported a series of suspected Ukrainian drones headed for Russia entering their airspace, leading to criticism of their response capabilities. The situation highlights the complex geopolitical landscape and the challenges faced by countries bordering active conflict zones.

FINLAND’S INTELLIGENCE AND POTENTIAL ORIGIN
Finnish authorities refrained from explicitly stating the source of the Friday’s drone activity. However, defence forces operations chief Kari Nisula suggested that Finland had received information from Ukraine about drones potentially straying into the country. Despite the lack of definitive evidence that drones had entered Finnish territory, Nisula acknowledged the possibility of recurrence as long as Russia continues its war on Ukraine, emphasizing the need for continued vigilance.

RUSSIA’S DRONE ATTACKS ON UKRAINE
As Finland responded to the drone threat, Russia launched a massive drone barrage targeting Ukraine. The Russian Ministry of Defence reported shooting down 355 Ukrainian drones over Moscow and surrounding regions, including Belgorod, Bryansk, and Kursk. A key target was the Ryazan oil refinery, resulting in three fatalities and twelve injuries. Simultaneously, continued Russian attacks on Ukrainian infrastructure, including a devastating strike on an apartment building in Kyiv, resulted in a rising death toll, with at least 24 people killed, including three children, and 48 wounded.

PRISONER SWAP AND HUMANITARIAN EFFORTS
Amidst the ongoing conflict, a significant prisoner swap was successfully completed, with 205 POWs repatriated on each side. This marked the first phase of a planned exchange involving 1,000 people on each side. Simultaneously, the two sides conducted an exchange of those killed in the fighting, with Russia handing over 526 bodies to Ukraine and receiving 41 in return. The United Arab Emirates played a mediating role in facilitating the swap, and both Kyiv and Moscow expressed gratitude for the UAE’s efforts.

RETURN OF DETAINED PRISONERS
The majority of the prisoners returned to Ukraine had been held in Russian captivity since 2022. Ukrainian President Volodymyr Zelenskyy reaffirmed the commitment to continue fighting for the release of all remaining individuals held in captivity.
