RUSSIAN CEASEFIRE PROPOSAL AND UKRAINIAN RESPONSE
Volodymyr Zelenskyy announced Ukraine’s pursuit of clarification regarding a proposed short-term ceasefire from Russian President Vladimir Putin, communicated to U.S. President Donald Trump. This proposal, suggested as a potential arrangement for a May 9th ceasefire coinciding with Russia’s Victory Day celebrations, stemmed from a phone call between the two leaders. Zelenskyy instructed Ukrainian representatives to engage with the U.S. team to obtain specific details concerning the Russian offer, which reportedly ranged from a few hours of security for a parade in Moscow to a more extensive agreement. The Ukrainian President emphasized the need to understand the scope and intentions behind the proposal.

ONGOING RUSSIAN ATTACKS AND UKRAINIAN DEFENSE
Despite the proposed ceasefire, Russian forces continued their offensive operations across Ukraine. A drone attack in Dnipro resulted in one fatality and five injuries, damaging a shop, a residential building, and several vehicles. Simultaneously, in Odesa, a barrage of drone attacks targeted residential buildings and civilian infrastructure, causing twenty injuries. Ukrainian air defenses successfully intercepted many incoming targets, but damage to residential buildings, a hotel, a kindergarten, and an administrative building occurred, alongside several fires that were subsequently extinguished. These attacks highlighted the continued intensity of the conflict and the challenges faced by Ukrainian defenses.

THE CONTROVERSIAL SHIP AND ISRAELI SANCTIONS
A ship that had anchored near the Haifa port of Israel for several days, allegedly carrying stolen Ukrainian grain, departed without unloading its cargo. Ukrainian officials asserted that the vessel was transporting grain seized from occupied territories. This development prompted a threat of sanctions against Israel from President Zelenskyy, contingent upon the vessel’s unloading. The Israel Grain Importers Association rejected the shipment due to the sensitive political situation, and Israel’s tax authority initiated an investigation into the ship. This episode underscored the complex diplomatic relationships and logistical challenges within the broader conflict.

UKRAINIAN LEGAL AND DIPLOMATIC ACTIONS

UKRAINIAN STRIKES IN RUSSIAN TERRITORY
Ukrainian intelligence units, specifically the SBU, conducted drone attacks in Russia’s Perm region, targeting the Lukoil-Permnefteorgsintez refinery, located over 1,500 kilometers from Ukraine. The attack disrupted refinery operations. Separately, Russian Governor Veniamin Kondratyev reported a fire caused by a Ukrainian drone attack on a Russian oil refinery at the Black Sea port of Tuapse, which had raged for almost two days, resulting in oil product spills. Ukrainian naval forces also struck two Russian vessels in the Kerch Strait using sea drones, damaging the “Sobol” patrol boat and the “Grachonok” vessel, raising concerns about the security of the Kerch Bridge. These strikes demonstrated Ukraine's expanding reach and capabilities in targeting Russian infrastructure.
